Who to R4?

Looking for advice to R4 another champ.

Currently have:
R5 Guilly
R4 Gwenpool
R4 Thor
R4 NC
R4 Magik
R4 Crossbones
R4 Capt WW2
R4 Hyperion
R4 Ultron
R2 5* Storm

Typical AQ attack team is Guilly, Gwen, Ultron
Typical AW attack is Thor, XB, Capt
Typical AW defense is NC, Magik, Hyperion, ______

Typical quest team (when not in war/AQ) is Guilly, Gwen, Magik, Thor and 5* R2 Storm

That leaves me shorthanded for War defense. All of that being said, who to R4?

Cable (sig 1)
Venom (sig 20)
Agent Venom (not awakened)
Winter Soldier (sig 20)
Black Widow (NA)
Black Panther Civil War (NA)
Dormammu (NA)
Electro (NA)
Hulk (NA)
Punisher (NA)
Scarlet (NA)
Hood (NA)
X23 (NA)

Both Hood and X23 are unleveled, and don't have the ISO to carry them all the way to max R4.

Yes, but you could shift Ultron to war defense and move AA to AW attack.

If you do not like that idea then I would say Dormammu, Electro, AV, or BPCW. Even Venom on unblockable s2 can be a pain in lower tiers.
