I know the current matchmaking metric is based entirely on the war rating. It's well documented that some allies have found ways to exploit that, and as a result mis-matched wars are common.
A simple update to this would be to change when the matchmaking takes place. Currently, matchmaking happens at the very beginning, before defenders are placed. Why not change it so that matchmaking occurs after the placement phase? Then the software can also take defender rating into consideration in addition to war rating.
Is it a perfect solution, no. But it would greatly reduce the amount of grossly mis-matched wars that we're currently seeing.
