GR bugged

so I seen how good GR is as a champ and decided to r5 him and try him out as everyone says he's very good with 462 regen per hit.
I'm able to put all types of judgements on every champ except the sp2 judgement which I've never been able to do it at all. Can any tell me if its a bug or I'm doing something wrong.

    I’m able to get the power drain from his sp2. Is it because your against non-villains since they have a lower chance of getting it?

    Just bad RNG it happens sometimes. Am getting power drain too but sometimes it just doesn't proc
