Does Blade get a re-run?

Been seeing a lot of comments and post about people saving up for blade.
Due to kabam’s intentions of adding past features to the basic pool each month, it seems at some point that it would of caught up, meaning once the past 4* feature is added to the PHC so would the 5* to the basic pool.
Blade seems to be the champ that misses out on a re-run, others before him will however.
So my questions are, do past 5* feature champs get a re-run? If so will they also be available in the basic pool? Meaning 15k re-run, 10k basic. And if there is no re-run, does blade miss out?
