So does any debuff cancel his astral evade, or is it supposed to say “a fatigue or concussion debuff”?

Definitely a typo. If it was any debuff, then the stun itself would prevent astral evade.

You are correct. Having this checked out now. It should be "a Fatigue or Concussion Debuff". Thanks for pointing that out!
