So I just realized during an Alliance War today how good Cap is against Iceman and Void.
While I am including a link to the video on Youtube the basics are to pair him with a cosmic and a skill character. They don't have to have a synergy bonus but Captain America IW does have to be duped. Cosmic allows him to use his armor break to stun Iceman regularly and prevent him from avoiding damage. The skill pairing allows Cap to avoid debuffs like frostbite. It of course doesn't work for the very first one since Cap doesn't start out with kinetic potential but it will prevent him from taking multiple frostbites in a match.
