Power bar messed up and unable to use specials

This isn't the first time this has happened, it's not a visual glitch and I can't use any specials when it happens.
The power bar fills in bits but didn't fully fill up and go green, yellow or red

So far it's only happened in arena, another member of our alliance has had it happen too but that went the other way and his opponents power didn't fill up properly

    I believe it’s a confirmed bug at this point. And I’m guessing someone is “taking it to the team” too. Other than that, all I can confirm is that it continues to happen to me in quests and arena.

    The first bar should be green though, if you look the first bar is missing a bit and it's skipped to start filling the second bar

    On my side yes, but also look at dpx power bar, I'm trying to point out it's not only our champs effected.
    It effects the opponent too

    It's not visual, when I pressed to do a special nothing happened.
    I tried repeatedly, that's why I took a beating from Hyperion, special not working and I get a slap for my troubles

    U cler need to se it is visuelt Sp2 bar is not ther it a glich ther com after a SP3 most of the time. No the second bar is glitched. Its actually empty This is What happen. For u.
