Warlock sig ability with Cap/Vision synergy

When using Warlock paired with the IW Cap tech synergy Warlocks sig should be causing the opponent to degen when they use a special due to the rest of their power being drained. The synergy clearly states "tech champions drain 100% of the opponents max power after the opponent uses a special attack" and Warlocks sig ability causes a small degen whenever the opponent is power drained or burned, therefore when using this synergy he should be applying his signature degen when the opponent uses a special and is power drained but currently he does not.

    Hey there, do you happen to have any footage of this, or would you be able to give specific examples of Champions you've fought when this happened and in what game modes those fights occurred? Additionally, do you happen to remember how much excess Power the opponent had left at the time it would have been drained?
