6.3.2 Path 1 - Power Shield Bug/Nerf?

When this path first came out, it had the node "Power Shield" which is as follows:
"The Attacker's basic attacks deal no damage but still generate power and their Special Attacks deal 400% more damage"
Currently as I am in this quest, "Power Shield" now says this:
"The Attacker's basic attacks deal no damage but still generate power and their Special Attacks deal 1% more damage"
Is this just a visual bug, an actual bug or a massive nerf where we will now be doing 400x less damage?
