I tried to use it on symbiote supreme and domino, both times they still were able to fill their power meters...-_-

Well it's not a power lock. Have time to read how it works first.
It only doesn't give the opponent power when you struck them. Meaning, it won't work at all against DS or sym supreme.
Against domino, she still fills power when a bleed debuff is purified

Yep, Enervate will prevent an opponent from gaining Power when they're struck, but they would still be able to gain Power other ways. If they're gaining power from being struck while while they have Enervate on them though, just let us know.
