Punisher 2099 Auto Target

According to his description, when Punisher 2099 uses his L2, it drains 20% of his battery to enable auto targeting. This is supposed to be a counter to champs with passive evade capabilities. This isn't working, as stark tech Spidey is able to passively evade everything from P99's L2, as well as miles with his passive charges. Is this a bug or am I missing something ?
