He place weakness on parry, without science champ or must have science champ in team? Since capIW is science champ

He has to be awakened. His signature ability states that it excludes himself.

Correct, Cap's signature ability doesn't count himself, so he'd need another Science Champion on his team to place a Weakness on a Well-Timed Block.
