Timing off?

Is it just me or is everyone having an issue with not being able to parry or block before or evade, in quests? Timing seems off!

In the last 3 months, they changed to a variable timing script for the AI.
It generally speeds up as the fight progresses.
It is easiest to see it in their blocking.
