After additional 2 years of playing, since it's title for playing over 3 years as far as I know. The anniversary is in first 10 days of December, not sure which day tho.

I have been playing over 2 years and don't have seasoned summoner or howling commando title

Pretty sure those were special titles given at one point last year and it was one-time.

theyve given them out twice, on two different anniversarries

My mistake, but point being they just don't give them to you when your profile reaches 1, 2, or 3 years old.
