Daily quest catalyst drops

Am I just having awful luck? Or has the drop rate on tier 3 class catalysts been slashed. Over the last 2 weeks they just haven't dropped for me. Never been short of 3's before.

    Better off just saving up all your tier 3 fragment crystals and using them. Really plan your solo events.

    I wondered if this was a result of those overpriced choose your own catalyst offers. Previously I was getting around 1 in 3 drops, the last fortnight done 2 runs a day and just gained shards.
