If we look and compare the rewards of all three i.e. heroic, master and uncollected level.
Heroic 1k 5* shards -100% exploration.
Master - roughly 1.5k 5* shards, 600 on 100% and 300 on each chapter 100% exploration i.e in total only 500 extra shards.
and on top of that for both heroic and master completion, rewards is same, a fully formed 3* crystal.
