New alliance and event milestones.

I joined a new alliance today for the first time in nearly 3 years so I'm unsure how blackouts work.
In the gifting event, it doesn't say I'm ineligible for rewards but in the milestone the first 4 ranks that I've earnt the minimum for it says they are unavailable and I can't collect them.
Is this normal? Is there a set time frame that I will be able to collect those milestones or are they gone forever?
