What are the goals for top alliances for the rank gifting rewards? Just trying to see were my ally stands

If everyone in your alliance hasn't averaged $1000 each in units, you probably aren't close.

It's very hard to say where anyone will land in the percentage based Rank Rewards for the Gifting Event. Just gotta wait and see.
