Loki l1 steal not working

I was fighting act 5.4.6 boss ultron with my loki, but late in fight I found out that loki was not stealing his bury buff, is this suppose to happen or its a bug?

Post video or screenshot so we know exactly what your problem is. as soon as you put debuff on that ultron boy, the buff timer on ultron will active then... For example, you parry while powergain/fury/regen/armor buff timer on ultron on their cycle, it will active while they're stunned, and if you have 1 bar power, then l1, loki will steal ultron active buff.
