corvus not gaining true strike (bug?)

hi team.. so i've notice that corvus, even with PM synergy, is not gaining his permanent true strike.
its happening in uncollected.
first noticed it against modok boss, then against other champs like IMIW, MEDUSA, HEIMDAL, ALL CHAMPS THAT AUTO EVADE.
after i parry and knock them down, ill gain a charge but the true strike does not activate. (the opponent is still auto-blocking, evading)
could you please check with the team if this is a bug?
i use corvus in aw (tier3) and i usually always face a imw or medusa on my path, im not ready to find out the hard way that he is not gaining his true strke.
