The amount of ability reduction PACIFY reduses

Does the mastery (maxed out in this example) subtract 30% from the champions ability percentage, or take off 30% of the total amount? So in other words let's said the ability has a 40% chance to trigger, would pacify drop the chance to 10% or 28%??? It makes a huge difference. If it's 30% of the base ability number i don't see the mastery being all that amazing, but if it's a flat reduction of 30% it could be huge. Trying to decide how many points, if any, i should have in it.

    Well in that case it sounds like you really need to max it to be worth much. 1 Point would take 100 to 90, 50 to 45, and 10 to 9. But 3 would take 100 to 70, 50 to 35 and so on. I'm understanding this correctly, right?

    Any points are good, but 3/3 is the best. Totally worth it plus good PI. It's multiplicative as you can't reduce a 10% chance to -20%, it would be 7%
