Power shield also scales damage only on base attack?

So I noticed that on using a champ like cap iw on power shield the difference in damage with furies active is minimal as compared to the damage with no furies, similar to what we had for recoil and it only increasing base attack damage
Again I'm not sure if this is intended or not but if it is intended then I feel like the node description is hugely misleading and should be corrected so that people don't use champs like cap iw for this node.
