Inconsistency between reported Tier, Multiplier and Rewards for AW

Hello, the past three AW, my alliance has been listed at:

War rating: 2493, Rank 310, Tier 3, Multiplier 4.5
War rating: 2535, Rank 273, Tier 4, Multiplier 5.5 (received Tier 4 rewards)
War rating: 2596, Rank 211, Tier 3, Multiplier 5.5 (this war is currently awaiting matchmaking)

Questions are:

1) Why the discrepancy between listed Tier and listed Multiplier? Which one should set the expectation for multiplier and rewards?

2) How can one go up in rank and down in Tier? The only way I can see is that since Tier is a function, the number of alliances being considered as the denominator changes drastically. Has Tier become a function of enlisted alliances?

I’ve also come across this issue over 3 months later. This post hasn’t been addressed here at all not a single reply or mod comment? Have you been getting the Expert Tier 3 Map for all wars?
