Attack Increases Bugged? Soft Capped?

Dave had a stream earlier, linked below, wherein he used Stark against RoL WS to test attack rating and damage with and without suicides, attack synergies, and a 10% health/attack boost.

In the fights it appeared as though Stark was not receiving the same increase in damage that would be expected from the % attack increase from ANY of the masteries, synergies, or boost. Someone commented that since Stark gets attack from poise charges that he would not benefit as much as a lower base attack champion, similar to diminishing returns from cruelty and precision, which is why suicides make a noticeable difference in Corvus’ damage. Someone else also pointed out that 1 point of attack rating does not equal 1 point of damage, but it seems like the % increase should correlate more than was showing in the tests.

Is there a soft cap to how much a champion’s attack can be boosted outside of their kit? Are masteries, synergies, and boosts working correctly? Would people invest in these boosts and masteries if they knew they did not necessarily offer the full utility the description implies?

I would appreciate any clarification members of the community or mods could offer.
