Do players who complete this 100% exploration get an Ultron (classic)? Or was that an award that was for a select group who finished it first?

Yup you can get him. People are still finishing to this day. I personally am putting work into my alliance rich so I can't really go past the second chapter

Classic Ultron is from LOL. You don't get one from Variant.
