Storm's lightning from special not appearing when opponent is out of range

I was fighting a Storm in the areas today, and when I baited a special 1, Storm only flew up and shot her hands forwards. There was no lightning. I repeated this process multiple times in different story quests and duels and got the same results. However, when I got hit with the special 1, the lightning would appear. Unfortunately, I can't get a screenshot of this because Storm's special 1 is really fast. Is anyone else getting this problem?
