Classic Ultron Evade rate/conditions Stealth change?

Noticed it couple weeks ago, and now with fury's events.
A) He is supposed to evade every 7 seconds, but i've been having swish away twice in the span of 3 combos, prolly not even during 7 seconds of fight.
In the fury's quest, i started the fight vs him, and he istantly evaded my second hit following a medium intercept. WHich shouldn't happen given his 7 seconds?
Overall his evasion have raised quite a lot to the point it's clearly noticeable, can we have some insight about this @Kabam Miike @Kabam Wolf @Kabam Vydious
