No and yes! He can get 5 charges but you only need 1 for those benefits... The extra charges help with synergies sp2 and sp3

He can stack up to 5 charges, but he needs only one to get those benefits. Ie having 2 kinetic charges doesn't grant him +1148 attack, it will still be 574.

His fury, however, does get stronger the more kinetic charges he has. He gains a fury by using a heavy attack, and it will be more potent with each charge he has. Same with his l2; it does more damage with more charges!

So that attack boost and resistance doesn't multiply for each charge?

I have to DEFINITELY learn this character better.

Right now he is my best bet versus ultron.

I have a unduped star lord.

I think I'm going to max my level 20 gamora and try to just strong arm ultron.

Correct, the attack and resistance do not multiply. However the more kinetic potential you have does multiply the potency of your passive fury you gain when using a heavy attack as well as the attack bonus granted to your sp2 attack. So using a heavy with 5 kinetic potential and following that with a special attack will greatly increase your special damage.

Is your Cap awakened? If so and at a higher sig level he'll be great for the Ultron boss.
