Cavalier Crystals Make No Sense

One of the new rewards offered with Act 6 was the cavalier crystal which has a rare payout of 5 and 6 star champions.
What i find baffling is that they still have 3 stars amd 4 stars in them! They literally cam not be used in Act 6 but are still going to be the vast majority of pulls from the crystals. How is that fair?
