Increase energy cap and add new masteries already

If you're going to give us BS content we don't want like featured shard crystals with groups of champs instead of a targeted one, champion locks and restrictions, nerfed champs that were functioning fine but got screwed because an "update" made them "function correctly, sorry for the bug!" (archangel, drax, ghost), or reworked (broken) AW mechanics.
THe level cap at 60 has been stagnant for years. The "new masteries coming soon" has been there for years. The Skill mastery has been broken for years.
Fix this nonsense and create proper progression instead of lighting our rosters on fire with a smile on your face.
