3-star signature stone recommendations?

I have about 20 signature stones for 3-star champions. Can use with the following, from highest rated to least:

I’m guessing I should use them on the top third or so, just to make it worth my time, but I don’t know whose special abilities go the longest way

Put them into whom ever is the highest now, then when you get to 99 and dupe them you'll get more 4* crystal shards

Scarlet witch is amazing when awakened and at high sig lvl

Dupe = getting another champ as the one you already have, bringing their sig level up higher till you reach max
