Question regarding HT

So, HT’s incinerates (3 seconds) are supposed to reduce by 4 seconds when he bleeds. I had 4 stacks of bleed on him in epic bounty, he managed to ignore my blocking (for another gripe) and while bleeding place incinerates on blade. It was a mlllm combo, according to the write up it should be 4 incinerates and it was, but there was no reduction from the 4 stacks of bleed (2 parry, sp1). Is this correct, am i missing something with the bleed-incinerate interaction on HT?
