Classic Ultron vs Coldsnap bug?

Is Classic Ultron immune or reduce the chances of Coldsnap?
Situation:
Monthly Event Quest, chapter 3.2
Classic Ultron just to the left of the final boss.
I used an unduped 4/55 Iceman, no synergies.
During the fight I landed multiple successful SP1s, not one of them inflicted Coldsnap. They would each add 1-3 Frostbites, but not one Coldsnap.
Am I missing something?
