In Fury's description it states his bleeds are 100% more potent when the opponent is not under the effect of a regen buff. When playing as Fury in arena its counting the regen from the willpower mastery to take away the additional 100% bleed potency. I haven't tested yet to see if the salve mastery does the same, I'll have to wait until I encounter it in arena, but masteries that regen health are most certainly not buffs and shouldn't counteract this ability.
