New Champions PI

I'm honestly curious why it seems every new champion has to be in top 15 of pi. All the older champions are devalued as they continue to be passed by a newer champion regardless of actual usefulness in game. I don't expect changes or anything, just curious other than an attempt to get people to use units on crystals and refreshing champs in arenas is there a valid reason for this? I assume not and that is the only reason. So if I'm wrong please enlighten me.

    What determines a champs pi? No one knows we all are still waiting on the pi guy to get back from being sick to explain to us
