Why are defenders playing so defensively?

I have been doing both Variant 1 & 2. During most of the fights the defenders go super defensive, they dont move at all until I go hit them on the block twice.

    Lol ofcourse but they just wont move or come at you at all until you hit on the block twice.

    Yeah I know what you mean I'm just playing but I'm pretty sure kabam addressed this saying that it is a bug

    Passive AI makes more money than aggressive AI, so that’s maybe why. Could just be a bug tho
