Suggestion for scalable healing potions

Revive potions are equally useful no matter what level a champion is; a 1 star and a 6 star champ will both get revived at 20% or 40% depending on the potion used. Healing potions, on the other hand, don't scale very well at all. I think it would make sense to move healing potions to a percentage based heal, but they should lose effectiveness on higher level champs. Something like this:

Rank 1 Healing potion:
1 Star Champion: heal 100% max health
2 Star Champion: heal 50% max health
3 Star Champion: heal 25% max health
4 Star Champion: heal 15% max health
5 Star Champion: heal 5% max health
6 Star Champion: heal 1% max health

Rank 2 Healing potion:
1 Star Champion: heal 100% max health
2 Star Champion: heal 100% max health
3 Star Champion: heal 50% max health
4 Star Champion: heal 25% max health
5 Star Champion: heal 15% max health
6 Star Champion: heal 5% max health

Rank 3 Healing potion:
1 Star Champion: heal 100% max health
2 Star Champion: heal 100% max health
3 Star Champion: heal 80% max health
4 Star Champion: heal 40% max health
5 Star Champion: heal 20% max health
6 Star Champion: heal 10% max health

And so on for all of the other ranks of potions. The numbers I used are completely arbitrary to illustrate the concept.
