VenomPool and the Lucky Buff

Long before Domino, Venompool has has the Lucky buff as one of his random buffs. I see it proc every now and again but it isn’t like Domino’s Lucky buff because it doesn’t seem to do anything. Domino gains a chance to evade with hers but VP’s buff is a display joke? That’s how I understand it anyway.

Can anyone shed some light on my understanding of this?

    VP’s lucky reduces the enemies ability accuracy while increasing VP’s ability accuracy. This is documented in his spot light which can be referenced in the champion spotlight at the end of the News and Announcements sub forum.
