What Glass canon supposed to do ?

in Strategy and Tips
Increase in attack and ip ? I my ip stay the same and champs stats are the same. Is it a bug ? Anyone help me

    Glass Canon raises your attack and lowers your health by the same amount. As for PI I think it's supposed to go up but I'm not sure. Not the reason I pick my masteries.
