Pulled a 4* goblin... Thoughts?

Got a 4* goblin wondering if anyone has info on him? Is he worth awakening or ranking past 3/30? He is fun to play with. Seems like a situational champ. Any advice is helpful.

I have him as well and yeah actually he's awesome. When awakened he can also add ANY of the possible debuffs to the pumpkin bomb on every special.

He doesn't have as high damage as some characters, because he has more utility and his damage is in his specials, but when he does get off a good special it does some serious work.

His PI is also very high. Currently using him to finish up act 5.2. He's crazy amazing for it because he stops enemy power gain by 40% and does extra damage on all his specials.
