I'm not sure if this is a bug or simply a missing detail on the character sheet for Hyperion, but testing him on Vision and Scarlet Witch in RoL I'm seeing a 100% proc rate of his stun against Vision and something like 20% against Scarlet Witch, leading me to believe that he has a hidden +-40% to the proc based on class relationship.
I didn't see anything hinky with either fury or incinerate proc chances, it was only the L2 stun that seemed to vary.
