This one's pretty cut and simple. Any additional Thanos' Favor buffs Cull obtains over the course of a quest are not getting their 1 second pause for each hit Cull lands on the opponent, and instead only the original one is being paused while the rest tick away. It's easily replicated, as all you need is a Cull and to have more than one persistent charge. Go ahead and look for yourself-it's a pretty serious hampering to Cull's effectiveness.
