Should Quicksilver be introduced first or Doctor Doom? What abilities would you like them to have?

Quicksilver should have a time freeze ability, you know because he moves so fast nothing else seems to move. Which I guess would be like a limited duration unblockable and auto evade buff.

Since Dr Doom has energy absorbtion he should build up prowess charges when struck which are released with a special attack. Also, he should have some kind of learning system like sentinel that powers him up in some way. Because he's a super genius and stuff.
