Its description is very unclear so what does it actually do?

Any damage taken during limbo is gained back when it ends, and she also deals damage while in limbo.

The "damage reversal" part is of higher interest here. While it sounds like it's own unique thing, it's essentially your standard regenerative ability, which means it does get affected by heal block, heal reversal, poison, despair, etc.

Now to her sig.
Her sig ability gives magik a set chance to trigger limbo for 3(?) seconds, whenever she fills a bar of power, said chance being higher depending on which level of your power meter you're filling. And those set chances get increased by [X]%, with [X] increasing with your sig level.

In short, magiks sig gives her a chance to trigger limbo whenever she reaches a bar of power, with the third bar providing a higher chance than the second bar providing a higher chance than the first bar. Her sig level increases those chances even further.
