Should i max 4 star Ghost or r3 5 star Green Goblin

Is a 5 star Green Goblin worth spending resources to take to r3 and then higher or should i rather max ghost first ?

Thx for everyones votes and comments.
I have decided to go with Ghost.
Just though because i have Green Goblin as a 5 star maybe just maybe it would be better in the end.
