Awful passive AI in AQ

I've already searched for this and not many recent posts but I'm quite surprised.
The AI in AQ is terrible. They can stand there not even holding a block, have to keep baiting them to charge forward, they also won't throw and specials. This is for all normal lane champs. I counted it a few times and it can be well over a minute trying to bait a single special from them. Wolverine is by far the worst in Map 4.
Had this encounter in Map 5 as well, before the recent update. Makes AQ a chore and to be honest more stressful. War is easier because it's so aggressive and can parry bait all the time.
Can this be raised as an actual fault please. Been playing since about March 2015 and the AQ AI is the worst it's ever been personally.
