Best champs for him? Just did 600 hits with my 4/45 Lc since he’s bleed immune and did 17% damage. And no good bleed immune techs really unless I rank 3 nebula?

All Champions besides tech class, only deal 50% of their damage. So no wonder your LC did so underwhelmingly.

Nebula is indeed a good choice. But I would not rank her up personally.
Iceman is a possibility. Coldsnap and Frostbite will do some additional damage but is also 50% less than usual.
Ghost is a good option. Faze of the bleeds.
The best option is Sentinel. It's a shame that you do not have him
