Who should I rank first?

So I’m going to rank up both of these eventually, but I don’t have the resources to rank both at the same time. Both are 4*, and I’m trying to do initial completion of act 4. Thanks! Both would be being ranked to r3.

Luke Cage (Duped)

Luke 100%. He's awesome anytime,especially early game. SS is more of a situational champion,great for cosmics with buffs,but (IMO) average for anything else

With the bugs and issues I’d hold off ranking SS. LC is still very useful. I’d say rank him. But that’s me.
