Special Attack Rating vs Damage? Difference?

Example. Goldpool adds 8% special attack RATING. While AAs synergy adds 12% special attack DAMAGE... so what’s the difference?

In game, I don't think there's any difference. From what I've been able to piece together, they add that percentage to the base attack not the end damage

I think attack rating boosts your base attack by 8% during specials and special damage boosts the output of specials by 12%

So technically 12% specials boosted should hit harder
