Masterminds synergy not activating

Well testing out new synergies and thought I would test this one out. I'm on android and went to test on winter soldier in ROL. Tried multiple times the power lock never procs.

    Who did you use to fight WS?
    As only Mister Sinister, Potato Head, KP and Ultron benefit from this synergy.
    If you used AA, Cable or Cyclops, WS will not get power locked after using specials.
